Maryland establishes strong equal rights for all students

Maryland passes legislation protecting all students against discrimination, including transgender youth. The bill now awaits Senate consideration.

Maryland introduces new legislation to combat school discrimination. It protects broad groups, including transgender youth. Advocates warn that LGBTQ+ students face greater challenges currently.

Bill 649, the 'Equal Education Opportunity for All Students in Maryland Act', passed on 23 March. The House voted 100 to 35 in favour. Now the Senate awaits. It held a hearing on 1 April already. The law empowers Maryland's Civil Rights Commission to address school discrimination. Students and parents can also hold schools directly accountable.

Protection is comprehensive and wide-ranging. The law prohibits discrimination based on race, colour, national origin, religion, sex, pregnancy, sexual orientation, gender identity, disability, age, or marital status. This applies across nearly all school activities: enrolment, sport, and facilities. The proposal covers all education forms, from primary school to university.

Students who feel discriminated against can file complaints with the Education Board or the civil rights commission. If necessary, they may take legal action. Schools failing to address discrimination may face state fines or other sanctions.
