Maryland introduces new legislation tackling school discrimination more broadly. The law protects all students, including transgender youth.

Bill HB 649 won House of Delegates support on 23 March. One hundred voted in favour, thirty-five against. The Senate must now decide. A hearing occurred on 1 April.

The law grants significantly more power to the state. The Civil Rights Commission can now penalise schools that discriminate. Students and parents can sue schools if this occurs.

Protection is extremely comprehensive. The law bans discrimination based on race, religion, sex, sexual orientation, gender identity, disability and more. This applies throughout school life. From admission to sport to toilets.

The law affects more than schools alone. Universities and other educational institutions must comply. A student can file a complaint with the superintendent or commission. Or pursue legal action.

More American states are adopting similar rules increasingly. The regulations come amid fierce debates about transgender rights in education. Advocates say students need stronger protection. Opponents fear schools lose their freedom.
